England and Wales have long been treated as a single unit for certain purposes, particularly since the Laws in Wales Acts 1535–1542 - for instance the 2012 equal marriage consultation applies to England and Wales, but not Scotland or Northern Ireland. However since 2006 the Welsh Assembly has been able to legislate on certain subjects.
