He went to Brentwood school, studied history at Peterhouse, Cambridge and worked for the Conservative Research Department and later the Press Complaints Commission, and joined the Telegraoph Media group in 1995. From 2005 to 2018, he was Deputy Chairman of the Telegraph Media Group. In 2010 he was appointed a life peer.
On 11 February 2006, he entered a civil partnership with his long-term partner Mark Bolland. Many leading media and political figures attended the ceremony and Murdoch MacLennan and Rebekah Brooks were witnesses.
