Percy Kelley (1918–1993) was a British painter. Born in Cumbria, he lived and worked mainly in Norfolk.

He became famous for his landscape paintings, but refused to sell them, or be interviewed. He wrote "I cannot paint for monetary gain. I would rather starve than sell one piece of my work, but I know that when I depart this world people will stop and wonder at the beauty and truth that I have endeavoured to portray."
