Percy Kelley (1918–1993) was a British painter. Born in Cumbria, he lived and worked mainly in Norfolk.

He became famous for his landscape paintings, but refused to sell them, or be interviewed. He wrote "I cannot paint for monetary gain. Kelley was married and divorced twice, but started cross-dressing in later life, sometimes signing letters "Roberta".
