It was formed in 1965 by the merger of three previous local authorities, Sutton and [[Cheam]], Beddington and [[Wallington]], and Carshalton, all of which had previously been part of [[Surrey]].

==LGBT history==

[[Brian Paddick]] grew up in Sutton and attended the local Grammar School.

In 1978 a Conservative Councillor who had been convicted of gross indecency with another man in a public place, admitted he was homosexual and stated he saw no reason not to continue to serve as a Borough Councillor <ref> Wallington South Ward Councillor.
