The City of Belfast is considered to straddle County Down and County Antrim.
Most local government functions are now carried out by the following district councils:

- Banbridge
- Castlereagh
- Down
- North Down
- Part of Craigavon
- Part of Lisburn
- Part of Newry and Mourne.
